H3: A Three Horizons Vision for Congress
Mapping the capacity gap in Congress and the reforms that could close it
About the Project
The Horizon 3 Project is supported by Recoding America.
H3 is a POPVOX Foundation project that maps the gap between the pace technological change Congress must govern and the institution's capacity to keep up.
Demands on Congress are increasing: policy complexity, constituent expectations, emerging technologies, and Executive branch action are all evolving more rapidly than the Legislative branch's staffing, information systems, and support institutions.
The project applies the Three Horizons framework to Congressional reform.
Horizon 1 is the system Congress has today.
Horizon 2 is the field of reforms underway right now, split between efforts that relieve pressure without changing the underlying system (H2-) and efforts that build new capacity and become stepping stones toward something better (H2+).
Horizon 3 is the Congress that becomes possible if H2+ reforms take hold: an institution that can see problems earlier, test policy before failure becomes visible, learn from implementation, and oversee complex systems without surrendering its constitutional role.

H3 organizes the reform landscape into five domains where Congressional capacity gets built or gets stuck.
Institutional Capacity & Support Structures
The institutions Congress relies on for expertise, analysis, and operational support, and the models it may need for technical capacity, data infrastructure, and nonpartisan advice.
Staffing & Talent
How Congress attracts, develops, retains, and deploys the people it needs, including technical talent, professional development, compensation, and career pathways.
Information & Knowledge Infrastructure
How Congress collects, organizes, shares, and uses information: constituent communications, casework data, drafting tools, oversight dashboards, and institutional memory.
Technology & Systems
The internal systems that shape Congressional work, including administrative tools, cybersecurity, collaboration platforms, and the digital infrastructure behind constituent services and legislative operations.
Oversight & Feedback Loops
How Congress learns whether laws work after enactment, and how implementation data and public experience flow back into legislative decision-making.
An Interactive Reform Map
At the center of the project is an interactive map that plots specific reform ideas across time and across the three horizons. Each entry carries a provisional classification and the reasoning behind it.
The map is a public draft, built to be challenged: POPVOX Foundation is asking Congressional offices, committees, support agencies, reform organizations, academics, and comparative parliament experts to weigh in on what's missing, what's misclassified, and what the map still gets wrong.
