The Digital Parliaments Project

The Digital Parliaments Project (DPP) is a POPVOX Foundation initiative that aims to support resource-constrained legislatures around the world as they modernize to remain strong and resilient into and beyond the 21st century. Many parliaments face the same barriers: paper-based systems, siloed information, outdated technology, and limited resources for building technological expertise.
DPP meets parliaments where they are, supporting the full arc from analog records to AI-ready infrastructure.
We work with parliaments, civil society, and technologists to build open, secure, and interoperable systems that enhance transparency, legislative efficiency, continuity, and public trust. Launched in 2025, DPP has supported partnering parliaments in establishing digitization workflows, adopting modern legislative data infrastructures, and integrating AI into daily operations.
