POPVOX Foundation Signs MOU with AFRIPAL and CEPA to Support Legislative Innovation in Africa

In June, Marci Harris, Executive Director of POPVOX Foundation, joined leaders from AFRIPAL Convening and the Centre for Policy Analysis (CEPA) to sign a Memorandum of Understanding (MOU) formalizing a new strategic partnership focused on strengthening legislative capacity and governance innovation across Africa.

The non-financial MOU brings together three organizations with complementary strengths:

  • POPVOX Foundation, a US-based nonprofit with experience supporting the US Congress and other legislatures through civic technology, research, and responsible AI integration

  • CEPA, a Uganda-based public policy think tank with deep expertise in parliamentary monitoring, legislative research, and policy advocacy

  • AFRIPAL Convening, a regional platform for dialogue and collaboration on parliamentary and legislative affairs across Africa

The partnership is designed to support African legislatures as they adapt to rapid technological change, including the growing role of data, digital systems, and artificial intelligence in lawmaking and oversight.

Under the MOU, the organizations will collaborate on:

  • Capacity building and legislative training for Members of Parliament and staff

  • Workshops, research, and publications on technology, AI governance, and data-driven oversight

  • Shared curricula and toolkits adapted to African legislative contexts

  • Support for AFRIPAL platforms, including the African Association of Legislation

  • Joint events and resource mobilization to sustain this work over time

The agreement establishes a four-year framework for cooperation and knowledge exchange, with activities defined through joint work plans and separate project agreements as needed.
This partnership reflects POPVOX Foundation’s broader commitment to supporting democratic institutions globally — not by exporting one model, but by sharing tools, lessons, and technical approaches that legislatures can adapt to their own constitutional and political realities.
