6. Recommendations

The recommendations below adapt and expand upon those presented in Volume 1 of Representative Bodies in the AI Era to the specific conditions of US state legislatures. The recommendations are organized into three subsections:
the institutional foundations that determine whether productive AI adoption is possible
the work of moving Members and staff along the adoption curve
the new risks and asymmetries that adoption is already producing
The ordering of these recommendations is deliberate. State legislatures ready to strategically adapt to the AI era are well served by starting to build the foundations of AI readiness. Adoption can then follow, along with the governance structures and continued innovation cycles that allow legislatures to keep pace over time.
