This is the Pacing Problem: the operational reality that there is a lag between technology’s rapid advancements, and updates to the laws and regulations governing them.

Leapfrogging paper-based institutions to AI-integrated e-parliaments
Legislative AI use cases require access to legislative data.
In 2025, POPVOX Foundation launched the Digital Parliaments project in partnership with parliaments around the world to improve parliamentary access to AI through public records digitization, data standardization, and open-source tool creation.
DPP began with a Caribbean Cohort in 2025 and expanded to the Western Balkans and Africa in 2026.
AI Sandboxes
Giving policymakers secure, hands-on experience with AI
POPVOX Foundation’s AI Sandboxes are an in-person, traveling educational experience for policymakers and staff, during which individuals can explore the functionalities of the most advanced AI tools, firsthand.
From 2023 to 2026, AI evolved from LLM chatbots to fully autonomous AI agents, unlocking humans’ ability to create tools and accomplish tasks previously unattainable.
As AI reshapes the world, many policymakers are restricted from using cutting-edge AI technologies on official devices. This lack of exposure leads to a lack of understanding, directly resulting in legislatures’ inability to keep pace with technological change and governing it.
POPVOX Foundation Sandboxes address this challenge by providing a secure, closed environment on sandboxed laptops that elected officials and staff can experiment with during a guided workshop.
POPVOX Foundation has hosted AI Sandbox labs around the world as part of the Digital Parliaments Project, and across the United States as part of our educational support to state legislatures and the US Congress.
