Modern Parliament

Modern Parliament (“ModParl”) is a newsletter that provides insights into the evolution of legislative institutions worldwide and serves as a forum to foster a dialogue among legislative professionals, current and former staffers, academics, journalists, and modernization enthusiasts alike.

Outcomes-Driven Legislation

The Supreme Court’s Loper Bright v. Raimondo and Relentless v. Commerce decisions upended the Chevron doctrine, creating an opening for Congress to adopt a more effective policymaking approach: Outcomes-Driven Legislation. Outcomes-Driven Legislation establishes clear goals while allowing flexible implementation, particularly at local levels.

Congress 2076

The Congress 2076 initiative produced a comprehensive report summarizing proposed innovations and collected insights for the future of the US Congress. This report serves as a roadmap for ongoing discussions and actions towards a more effective and representative legislative body in the 21st century and beyond.

Family-Focused Activities

POPVOX Foundation is helping to lead the conversation around building a modern, representative, and adaptive Legislative branch workforce, including supporting voting options for new parents, supporting Congressional kids, and welcoming Member families to Washington.

Effective Government Fellowship

The Effective Government fellowship, a partnership between POPVOX Foundation and the University of Chicago’s Center for Effective Government, introduces rising public servants to the modernization efforts helping democratic institutions maintain their effectiveness and legitimacy in a rapidly changing world.

Supporting Congressional Internships

POPVOX Foundation focuses on creating pathways to public service, increasing staff and intern pay, and building institutional capacity, exemplified by the establishment of the House Intern Resource Office and the House Digital Service.

Inter-Branch Exchange

Facilitated by POPVOX Foundation and Georgetown University McCourt School of Public Policy’s Massive Data Institute, the Inter-Branch Exchange provides a platform where frontline policy implementers can voice on-the-ground challenges which are then translated into actionable solutions that policymakers can understand and act on.

“Gavel In” is a limited-run explainer podcast series designed especially to mentor new Members Elect of the incoming 119th Congress, their staff, and families, to help them successfully set up their new office, team, and Washington home base with ease.

Departure Dialogues

Former federal employees now have a secure, nonpartisan platform to share candid recommendations about fixing government services through “Departure Dialogues,” launched by POPVOX Foundation in partnership with the Foundation for American Innovation, Niskanen Center, the Partnership for Public Service, and Civil Service Strong.
